King isn't "the lunarians". If you deliver information on the lunarians to the Government, they will pay you 100 million. Highly doubt King is the only lunarian left, and even if he truly is, the Government has no way to know it for good so the best way to keep track of a race they want to annihilate is to gather every information they can —especially considering that this race's history can be traced to before Mary Geoise was even a thing yet King isn't even fifty years old, so of course they are either alive or have recently been.

King is worth 1.39 billion and I'm sure the Government knows of his race the same way Big Mom does. What the Government can't know is how many lunarians are still out there.

A bounty of 1.5 billion doesn't make you a 5th Emperor, it's more than just that.

Luffy basically became one because he defeated a Yonkou's 1st commandant and defied a Yonkou by getting out in this in one piece but (and this point is the most important) especially because he has a huge and strong fleet. He has basically the same military power than a Yonkou.

Mihawk for instance might have a bigger bounty than Luffy, yet he's not considered as the 5th Emperor.
Because he's alone. He has not a single crew.

The only way King might be considered as one is if Kaidou dies and King takes control of the Beast Pirates (and cements this statut by not losing to anyone like Marco did).
