Kisame can summon his massive water dome, there isn’t anything Chopper can do in that situation. Otherwise Chopper can definitely outspeed and beat him in hand to hand with kung fu point, horn point, or Monster. But we can’t just handicap Kisame, his water dome is his best ability, so he wins.
