Why wouldn’t Luffy be worried about dealing with another Top Tier when he’s trying to escape? I don’t think anyone should be shocked by this unless they thought Luffy could clown Admirals now.

Kizaru was confident he could fight Kaidou to stop him meeting Big Mom. Of course 1v1 Kaidou would win, but Luffy needed help to beat Kaidou too. Kizaru and Luffy should be very comparable right now and Kizaru is a different type of fight then Kaidou as he is speed based. Luffy is going to have a serious fight with Kizaru and need to improve his speed or CoO to win.
