I feel like Oda created Harald as a way to explain to all the retards in the fanbase why there are people who choose to be loyal to the World Goverment before he start the final saga and the conflict with Imu, and they still don't get it

Not really, Doffy is a fan favorite villain for example.

Problem with Kizaru is that he's a hypocrite who doesn't care to learn a lesson whatsoever. He ruined hundreds to thousands of families by letting CDs kidnap wives and children and turn them into slaves and concubines (as seen with Saint Charlos nearly doing so to a random man's fiance on Sabaody if not for Zoro, keep in mind Kizaru later came to that island to defend Saint Charlos when Luffy punched him) yet he starts crying when he has to kill Vegapunk all of a sudden. He starts caring about sparing people's lives and what not when it's someone close to him but he never actually does anything about it, he doesn't learn that what he does is wrong and he never questions the government at all either. His excuse is "But muh job!" when he could just fucking quit if he feels like his line of work is exposing him to terrible practices.
Kuzan left when he realized that the navy ain't all it's cracked up to be. And Issho actively opposes the navy because they have shady beliefs and actions. Kizaru just sits there and does everything they say like a mangy mutt and he never thinks to question them even when they force him to kill his greatest friend in the world.
