Koby is gay and so is Luffy.
Any other opinion is just homophobic, anti-trans fascism.
1. Both are completely uninterested in women.
2. Both are in love with older, more successful men (Garp and Shanks) and do their best to imitate and pay homage to them in everything they do.
3. Both put their lives on the line to protect the men they love.
4. Both experienced the most power growth by fighting for the men they love.
5. Their choice in fashion is quite camp - I know that the word camp is very heterosexist and stereotypical and I understand that not all gay men choose to dress in such a manner and simply being flamboyant does not necessitate one's sexuality... HOWEVER, for a manga artist, Oda has to reveal his message through design and dressing them camp achieves this end.
It's pretty obvious what Oda's going for here. Ideally, by the end of one piece Luffy and Koby will realise that it is each other they have been searching for rather than Garp/Shanks. I know Oda doesn't do romance too well but I imagine at the very least we'll have a final panel of them holding hands haha
