The main reason why I believe this is because of personal justice marines have in the story. And Koby doesn't have one yet. And I don't mean the name of the justice but the actions. One thing is for certain: every marine personal justice is different and Koby actions is literally Fujitoras moral justice to the letter. So that means his justice is different from Fujis.
The concept of absolute justice is doing anything it takes to eradicate evil. Since Koby is willing to, potentially, sacrifice Garp for the one piece, if I'm right Koby will do whatever it takes to save the world, cause in his mind only he is trustworthy enough for the one piece.
I'm betting on sacrificial justice or some shit like that. And if that means a mentor, Luffy-san, a triggered rival, a best friend, couple hundred civilians and fodder marines, and a waifu Oda made just for him gotta go down
