Kuina is not dead, she was taken back by her Celestial Dragon parent, same as Shuri. Zoro's master decided to give her up, rather than fighting like King Reuven, in order to protect the village and the other students. The stairs were a stupid cover story that you would tell to a child, who would be unable to understand geopolitical politics. The body in chapter 5 is a fake, you can see that they do not want Zoro to go anywhere near it, and Zoro's master does not look too upset standing next to his dead kid. Rather than Down D. Stairs, she went Out D. Door, and Up D. Mountain. Zoro's final fight will be against the World's Strongest Swordswoman, where he needs to beat her with her own sword, and her haki inside of the Wado Ichimonji will resonate and turn the blade black.

I mean, at this point, rape babies are an overarching theme of the manga. Kuina would just be the long seeded *lol* start of that theme. Luffy's mom is going to end up being a Celestial Dragon that roofied Dragon...... where do you think Luffy's name even came from? Those pesky Japanese Ls and Rs. Monkey D. Roofied.
I know people are gonna hate what I'm about to suggest, but the idea of having a character that looks just like Kuina, for absolutely no reason, is retarted. There's a purpose behind Tashigi's existence. I'm convinced, and I've been convinced for a long time, that Tashigi is Kuina with different memories. And I know, I Know... You will come and say that Oda confirmed that Tashigi is a completely different character, and bluh, bluh, bluh... No shit Sherlock. Douh! Of course Oda is gonna cover it up. He wants it to be a surprise. I've suggested this idea a long time ago, like 5/7 years ago, and back then I got as much hate as I probably will get now. Back then I suggested that Kuina is gonna get her original memories back, and she will challenge Zoro for the WSS title.
Maybe she was a failed God's Knight candidate that flunked out of Imu school. So they wiped her mind and dropped her into the regular Marine rotation. Not every kidnapped kid is going to turn out to be super strong. They need to do something with the rejects that are only half-blood CDs. That could be why she is still so weak today, she doesn't have any of the training from her master, just Smoker teaching her to wave her sword around like a Jitte. Once her memories come back, maybe she will be way stronger with her father's secret techniques.
