We all know that Kusakabe is a gigachad who managed to become the strongest grade 1 with just mastery of Simple Domain and basic CE reinforcement, but it’s possible that he he’s been hiding a CT which will make him much stronger than he seems.
We know that Kusakabe is a genius when it comes to finding ways to avoid putting his life at risk. Jujutsu Society assigns sorcerers to certain missions based on their ranking. Grade 4 sorcerors are only assigned to solo missions against Grade 4 curses, Grade 3 sorcerers are only assigned to solo missions against Grade 3 curses, etc. This is because the ranking is designed that a sorcerer of a certain grade is expected to be able to beat a curse of said grade fairly handily. This is so that sorcerers, which are very limited in supply, aren’t put on missions which have a high chance of mortality. Kusakabe, being a Grade 1, will typically be assigned to only taking out a Grade 1 curse at worse, which should be light work for him for the aforementioned and also because he’s the peak of Grade 1. He may rarely be assigned to taking on a Special Grade curse, but that usually would only occur if no Special Grade sorcerers are available, and he would likely be paired with a fellow Grade 1 (or at least a Semi-Grade 1 or a few Grade 2s) in such a case to minimize the chance of losing a Grade 1 sorcerer. Kusakabe would almost never be assigned to take on a Special Grade curse by himself, unless Jujutsu High was just spread very thin and needed that Special Grade taken out asap.
Given that Kusakabe is already the pinnacle of Grade 1 without a CT, he very likely would be registered as a Special Grade (or at least a “Semi-Special Grade” if such a rank exists) if he had even just a half decent CT. Gojo said that your innate CT makes up about 80% of your power, so a Kusakabe with a CT would be roughly 5x more powerful than a Kusakabe without one. The gap between Special Grade and Grade 1 is pretty big, but I don’t think it’s so big that someone 5x stronger than the strongest Grade 1 wouldn’t at least be considered for Special Grade.
If Jujustu High became aware of Kusakabe actually having a CT, they would likely promote him to Special Grade and thus assign him to more dangerous missions. It would be very in character for Kusakabe to hide his strength in this case to make sure he only gets assigned to easy missions.
Given that Gege randomly decided to hype up Kusakabe’s strength at the beginning of this chapter, it seems like he’s setting up Kusakabe to actually accomplish something against Sukuna. But even if he is the “strongest Grade 1” and has reached the absolute pinnacle of New Shadow Style and Simple Domain, it’s hard to see how he could do any damage to current Sukuna despite Gege setting the stage for him to do so. What if this is because Kusakabe is much stronger than he seems due to him hiding his powerful CT, which he will finally reveal now that he’s backed into a corner?
TLDR: Kusakabe may have a CT which he is hiding so that he won’t be promoted to Special Grade and thus assigned to more dangerous missions, but he’ll have to pull it out now to save himself and maybe damage Sukuna a little bit
