So what happened if he did nothing?
Well, Kuzan happened.

The news went out that Kuzan is now a BB pirates so Blackbeard automatically got a bounty raise without doing anything.

You might be reading the manga wrong, because Admirals have been getting hype and feats left and right and majority of year/decade long downplays have been completely debunked in last 200 chapters.
