If Kyoshiro isn't Denjiro, then he's either 1 of 2 things: A Kozuki sympathizer who is attempting to dismantle Orochi's system from within or someone trying to gain power for himself and overthrow Orochi.
The former is more likely imo, and it's due to his relationship with Hiyori. If he were really someone trying to rise to power, he wouldn't jeopardize his position of loyalty by keeping alive the woman he claimed to have slain on behalf of the Shogun. Second, Hiyori funneled the funds away from her suitors. It's unknown how long she's been doing it, but during 928, Kyoshiro seemed to have suspect her.
If he were really trying to be on the Shogun's good graces in order to seize control, he wouldn't allow Komurasaki to sabotage the men who are in league with Orochi. Once more, Hiyori confirmed she spent all the money she took from her clients. Depending on where it went to would confirm Kyoshiro's loyalties.
As for where it went, the Ushimitsu Kozo would be the only logical answer as to the fate of the money, and thus connections to Hiyori. She even reacted quite nervously about him being captured.
She wouldn't have responded the way she did unless there's some relation between her and him. And with Kyoshiro being the one to have raised her sometime after she walked out on Kawamatsu, as well as the two already holding secrets with eachother, the likelihood that he is connected to Ushimitsu Kozo is high. And what does the Ushimitsu Kozo do? He gives money to the impoverished districts/towns.
In conclusion, I believe Kyoshiro, regardless of whether he's Denjiro or not, is truly trying to return Wano to how it once was, and is in league with the country's princess to do it.
