Shanks and Teach can’t have the Last Road Poneglyphe, because if Teach did he would have all 4 now after beating Law, and if Shanks did he would ether have all 4 or he would just need Zou’s. Shanks only needing Zou’s would make it too easy for Shanks as no one on Zou could stop him.

If one of the islands in Road to Laughtale does have the Poneglyphe and we eliminate all the ones explored by Shanks, Big Mom, Luffy, Kaidou, and Teach, and eliminate the ones already passed by the Straw-Hats as I don’t believe they will back track, this only leave Emptee Bluffs and Vira.

Vira being one of the Top 3 locations mentioned gives it the nod in likelihood though.

Captain John was probably member of Rox Pirates. Due fact that we know how Roxx crew divide the treasure of their captain(BM and Kaido got Road Poneglyphs), it wouldn't be wrong to assume that Captain John took the last Road Poneglyph.

I think the last road poneglyph is Whitebeard’s treasure that was referred to in the chapter Weevil got captured. Fishman Island was his territory and he likely got info from Roger so he took the poneglyph and hid it away.

Ok there are countless possibilites regarding the last RP, from WB's hometown to WG and even Buggy.

I will add the possibility of Dragon. The Revos surely know something about the VC and that obtaining the OP will be linked to it, so they could very well have the last one.
