Hearing some people spreading rumors about the "last arc" being announced so let me clarify. Promotional material talked about the manga heading towards the final part of the grander One Piece story in the not so distant future. No mention of a final arc/saga coming soon
The quote used was "As we'll be heading towards the final part of the story in the near future, now's the time to reread One Piece!". It simply states that in the near future we'll be starting to enter the setup for the endgame (likely post-Wano), which shouldn't surprise anyone

Big Mom started the Yonko system when she started conquering territories, Shiki Roger and Whitebeard didn't care about territories and were just called great pirates

Shiki was the original Quantity over Quality and Big Mom was dubbed a "great pirate" same as Roger and Whitebeard.

So Roger era top pirates were just called Great Pirates and may still be to this day but usually get called by their Yonko status as of 6 years ago.

Not sure if Kaido was ever a Great Pirate or they were called the three emperors. Since the Shichibukai goes back 20 years ago the Marines were already out matched.
