Interesting list.
Buddha gave Shin his toughest fight outside of Rin Ko and Hou Ken, I'd say he's stronger than Kan Saro and Ji Aga.
I'd say Rozo is also stronger than those those two.
My biggest issue is Hou Ken, his feats are far and away the best in the entire series. It takes extreme weight on top of extreme martial abiility just to be competitive. He is mentally fragile, yes, but I believe that is plot dependent.
