Luffy should have used AdCoC with base/G2/3 instead of jumping to G4 and 5th knowing he’ll run out in 5 minutes. And let’s be honest he is not defeating Kizaru in that timeframe.

So leads to the question as to why he chose this? Did he not think it through? Is that the reason why and the more interesting question is why Oda made this choice?

Does this mean Luffy is weaker than the Admirals? Because I understand that Gear 5th on it’s own is stronger than Kizaru but if he runs out then it means he overall loses and story wise it doesn’t make sense for Luffy to still be below them

No it just means that it takes more to defeat an admiral than G4.
We still have to see how G5 does against a serious admiral.

Luffy is fully aware of how fast Kizaru is, they had a moment in Marineford where Kizaru mocked Luffy's slowness. It's no coincidence that he went for his fastest form; he probably judged he had no chance to keep it up with Kizaru's speed in a lesser gear.
