Idk but going by how Oda writes he could very well introduce said random new creature at the end of elbaf or early next arc. The harley mural has a bunch of dragon/snake/seaking like creatures on it so it's not unlikely

A bird that brings forth storms sounds like the Native American Thunderbird. Since there's not much said about the eagle, as you pointed out, Oda could borrow from Thunderbird lore.
There's a poem that says the eagle and the Níðhöggr (or Nidhogg) communicate with each other through a messenger squirrel (Ratatoskr). This reminds me of Zou's Kingsbird concept and the dukes representing day and night, since Vedrfolnir and Nidhogg are at opposite poles of the tree.
