Shanks always make sure to fight with his crew and fleet to outnumber the opponents so can’t just go to fullalead or else it will be a fair fight

Shanks doesnt pursue BB try to catch/fight him, he had already opportunity to do that in MF
he plays protector, like he was in wano because he thought he would clean up everyone after the fight was over
