He might have it in the manga tho
Yassop has it in the movie but in the manga or sbs or magazine,no mention of it.

Top Tiers like Kaido should also have it, such as WB, Big Mom, Dragon and Sengoku

Those who are talented in CoO should also learn it such as Sanji, Koby, Fujitora ... etc
And personally I believe Limejuice is another User

Aside from these, Oda can give it to many others such as Hancock, Law, Ryokugyu, Lucci ... etc

Ever since Kaido was confirmed to have FS I'm certain this shit will end up being handed out to 50% of the strong characters going forward.

It also confirms Zoro learning FS against Shiryu to me.

I'm almost certain Sanji will definitely develop it. And if he has it, Zoro will too.
And I wouldn't be surprised if Usopp ends up having it as well. Just because FS would be an incredible asset to a sniper.

As for others, Ben Beckman comes to mind along with Shanks and Yasopp.
Also, Lafitte and Van Augur

I don't think Zoro will get the FS.

It will be like Naruto/Sasuke case for me.

Luffy has FS ( Sasuke had Rinnegan to see Limbo ) and Zoro will have some the best sensory CoO affinity and he will sense attacks better or shit ( Naruto sensed Limbo ).

I don't think Fujitora has FS given his display in Dressrosa against Luffy, Law, and Sabo...

We saw the difference between a user with FS versus a user without FS (Katakuri versus Luffy initially), and it turns out that Luffy was overshadowed in every way, massacred in CQC...

Fujitora versus Luffy looked the same to me, with Luffy giving Fujitora 3 bruises in a row and easily stopping him in the CQC...
Luffy's fight against Fujitora didn't imply that Fujitora has/has FS, they were equal in CQC, Luffy left bruises on Fujitora's face not just once but 3 times, Fujitora didn't predict that Law would escape and such...

He doesn't have FS, he may have a good CoO but he doesn't have FS.

If there were a tier 0 these characters would be in it (pretty much confirmed imo)

Sanji (CoO specialist)
Usopp (Father has some of the best CoO in the verse, is a sniper)
Koby (CoO specialist and future admiral with no fruit maybe)

Mihawk either has the best FS in the verse or he has a special type of CoO that we don’t know about yet (his original title was Clairvoyant iirc)

Other top tiers like Dragon, Imu, etc
