I forgot the goat gilgamesh 
One of the best villains/characters ever (all his versions are good lol)
Beside his design and his personality (that is tbh not so much different than that of the other DB villains) I like it that his abilities are not only energy attacks but also elemental attacks.
But the thing that impressed me the most, is the the whole concept/atmosphere about him.
- Many people were in the battle involed, even if Goku and Vegeta were the main fighters.
- He attacked even the others, like Chichi and Videl.
- The reason why he was born (throught the wishes of the heroes, because they used the DBs too many times).
- How he trolled them sometimes with his moves.
- That someone like Vegeta, who is a prideful warrior, acknowledges his power and wanted to fuse with Goku.
- He probably even killed Goku at the end?
-They need the energy from all in the universe to defeat him.
- He felt like the ultimate/final villain of DB.

there is no other better choice, kenjaku overall is a worse villain than sukuna based upon the lengths and atrocious acts he did, sukuna is just a "cool" villain who is OP and enjoys fighting but doesnt mind killing, out of everything he did the "worst" he actually did was traumatize Megumi/Yuji by taking over their bodies and out them through killing unwillingly and megumi taking brunt of Gojos infinity.
if we are talking about actual villains mahito was top 1 meanwhile antagonist wise sukuna is top 1.
villains are inherently evil, antagonist is simply opposing the protagonist, so i would consider only 3 from my list as actual villains overall.
