Loki can't join the SHs crew, because he has to stay behind as king to guard Elbaf. Because Imu could return again to do same thing once Luffy leaves.

And who is going to defend it then, that joke Hajrudin?

Loki will stay in Elbaf to prepare his giants army for when then final war begins to join luffys side only then

I think he will join but won't sail with Luffy yet.

Loki will fly to PH and free the Galleila Giants.
Then perhaps go to Wano and sail with Yamato and Momo in Pluton, with the Galleila manning the Ancient Weapon.

They will meet again in the final war.
