That looks like a full lightning, if his weapon isn't called Ragnir( iron thunder) or designed like a mjornil. It would be an haki attack
And btw if haki being suppressed by seastone is stated in the story?? I don't remember.

And it's totally a failed concept if it's true, haki is innate ability of a person that everyone has that shouldn't have any business with the sea countering DF.
Just that seastone are unbreakable + another nerf bonus for DF user. So hakiman or DF user both are completely restrained by it with DF user getting more nerf physically.

Maybe one of Loki's special devil Fruit ability is that he can use Haki partially in seastone cuffs.. Anyway he did it twice now with
this chapter and the Extra Future Sight chapter, it's not a coincidence..

Maybe all cuffs added to 100 % seastone, so now he has the same percentage of Seastone on his leg than Udon Luffy and Kid and since he's way stronger than Luffy Udon, it's not unthinkable that he could use Haki in 25% seastone..

This looks indistinguishable from actual haki lightning :

It is clearly visually distinct from the actual lighting strike.
The reason why I'm not certain it is haki is because there's only one of these when Oda always draw several bolts.
But maybe it's to show Loki is not a full power due to the seastone?

The timetable is not exactly clear
That lightning could be the summoning of the two new knights, or it could be an attack from someone else over there. It doesn’t make much sense for the hammer to cause lightning on the opposite side of the tree. It seems the lightning is around Loki and the black lightning is on the opposite side.
It did crackle around his hammer though, but it may be an Enma-type weapon or have a devil fruit.

It also may be that since the seastone is not touching his skin that is isn’t actually sapping his strength so much.

And in any case Loki has had a lot of time to practice. He has been in seastone for 6 years, so with that much time and lots of effort he could have trained his Haki to be strong enough.
