also there’s no excuse to be made about size. Loki isn’t using haki just because he’s very big, the seastone cuffs are equally as big as him.

It is clearly visually distinct from the actual lighting strike.
The reason why I'm not certain it is haki is because there's only one of these when Oda always draw several bolts.
But maybe it's to show Loki is not a full power due to the seastone?
