1st note: Every "God" intends to cast judgement on the world. Loki isn't alone in that.
2nd note: Oda is just in the beginning stage of showing the readers what the old worlds were like.
3rd note: Enel represented a minor version of the old world power. We have not seen the "major" version yet.
