You act like you made a point with this post, when in fact you didn't.

There is a single sea king drawn as representation for the entire collective. And it is present to show the diverse "armies" of the conflict.
Each of the other main actors of the Final War on Nika's side--the mink, the giant, the Loki double--command entire ships of their own warriors. Shira doesn't, because her people don't sail. They swim instead. What she brings to the table is the force of the sea kings, hence the "random fish" tagging along.
