Might be an Elbaf culture respect thing. Vikings in real life occasionally had named weapons that became heirlooms that were passed on to the closest relative. Loki might be scum in their eyes but he could still be entitled to that axe, so they left it with him as it is his responsibility and birthright.

Since this is Oda i think it's more likely they just left him his weapon because they are brain dead. I doubt any such explanation will be given.
