It's not stated, but you have to keep in mind that Ragnir is probably as Legendary as the Legendary Devil Fruit of Elbaph that Loki ate..
Better Haki, Special Weapon with special personality(Haki), Hammers are Blades weakness the same way Blades are the natural weakness of Fists pre timeskip.. All the ingredients are here for an accident to happen to Sandai Kitetsu.. And you can be sure Loki will get his get back to Zoro and Luffy..

Zoro didn't even appear to put Hardening on his blades to momentarily block Hakai.. Sandai Kitetsu had more chances to break against Zombie Ryuma and Shusui than Hakai, that's why Zoro put back Sandai in his sheath.. Power alone isn't breaking Meitous, or at least not power that's mainly area of effect damage like Hakai, Thunder Bagua would have better probability to be more effective than Hakai to break famed Swords in my opinion..
Loki's attack doesn't have to be stronger than Big Mom and Kaido's Hakai, for Ragnir is way higher level than Hassaikai and Napoleon.. If it happens it's going to to destroy Sandai Kitetsu from the inside out like CoA Internal Destruction but for Weapons..
