General & Others Lucci has CoC and is Sabo’s final opponent

Lucci will be something like 2nd or 3rd man of the CP0, he'll be one of the most feared opponents in Mary Joise.
But CoC isn't in his character, he is a professional assassin who loves his job and craves for blood.
He'll have the makings of a monstrous fighter:
- Awakening (yeah he has a normal DF but he'll develop it to the best)
- adv CoA (Rokuogun could be a version of it)
- adv CoO (perfectly in line with his feline nature)
- Top lvl Rokushiki (obvious, he's depicted as the CP9 most proficet hitman in history. Also the Rokushiki used by Who's Who will only be a benchmark for Lucci's)

When Sabo and Lucci clashed in the movie “Gold”, their fists emitted electric haki upon impact with each other. What is that reminiscent of? Luffy in his fight against Chinjao, which took place in the Dressrosa arc, which the film was released shortly after said arc.
During that instance in the coliseum, literally right before that Chinjao was giving Luffy a talk about “Conquerors” present in the New World and that it’s not as rare as he thinks. The clash of lightning being the highlight…. We see it again with Doflamingo once Luffy clashes with him.
We see this same lightning effect arcing from CoC users on other occasions since, like Whitebeard clashing with Roger.
You’re probably going “but that’s filler you dumbass” “it’s a flashy special effect TOEI put in that disregards actual rules set by the manga” or whatever but think again. Oda had his hands in the cookie jar with the production of this movie.
He created the new characters+location, advertised the movie and all. GODA’S INTENT IS CLEAR:
Oda even sets these two to be rivals once again with the One Piece World Seeker game in which they fight multiple times and end with a stalemate explosion that sends them both flying in a mountain level explosion
AND ONCE AGAIN THERE IS LIGHTNING IMVOLVED IN THEIR CLASH!!
Lucci is the greatest user of Rokushiki even knowing the 7th technique, Seimei Kikan to alter his body, complete mastery over his Devil Fruit, potential CoC too.
Oh and he’s been killing bitches since he was 12 while Sabo was still pretending to be a pirate beating helpless animals with pipes

regarding the zephyr movie he says he did not want to have aokiji in the movie but the director had him authorize it
regarding the gold movie he does not mention lucci name but he said he was forced to approve a character appear in the movie before the manga and that makes him lose the motivation to show the character later

Oda bitch made. Anyways I don’t see Lucci name dropped specifically but that’s besides the point. He approved the characters and their portrayal, the movies don’t make up abilities for them, they stay true to what they can generally do within canon. That doesn’t mean they can’t have them do new moves though.

I’d do you one even better by naming high tiers with no devil fruits, and top tiers with low end paramecias, but discussion with you is pointless
I would not suggest that one is necessarily weaker than the other, if not originally I would have rather expected Lucci to prevail but then Sabo was displayed as so powerful in the manga. I would love to wait and find out how potent Oda wishes to make Lucci and Sabo, remember that that stuff is not canon despite Oda appreciated it.
