He isn’t. He’s gone on record to state he doesn’t care before. He expresses his foremost desire is to kill with no consequences all the time.

He ignores orders and acts insubordinate all the time, it’s his character. He’s a polar to Luffy, a mature heartless one who works for the government to appease his desire to hunt freely.
