What people don't realise is that oda already foreshadowed both surpassing Roger and WB:
BB has "47" in his bounty while WB has "46"
Luffy has "56" while Roger has "55" and also "56"
*Teach already surpassed or equalled sick WB by taking his spot as Yonko but not yet Primebeard!
Kata had "57" to show he was > Luffy pre fs but luffy surpassed him with fS.
Shanks has "48" to show Shanks>BB currently and BB will surpass him by acquiring new power.
These Yonko and Kata bounties are symbolic for PL linked to Luffy and Teach
although Shanks is Luffy's milestone but he's for Teach to beat and surpass thus the reasons why both WB "46" and Shanks "48" have "40s" in their bounties while Roger "55"/"56" , Kata "57" and Ace "55" have "50s" for Luffy to surpass at any cost.
Even for YCs :
King has "39" , Marco "37", Smoothie and Queen "32" in correlation with Sanji "33" and Zoro "32" to surpass/beat.
especially King , Queen and Marco who have 1B+ they all have "30s" , Oda also paired all 3 a lot this arc to showcase they're on same level.
Jozu will have "34" / "35" /"31" coz he was always paired with Marco.
That's why Sanji (son of a scientist) gonna beat Queen (scientist) with his genetic scientific powers
Zoro will beat King in a battle of YC1s

- Oden will have "54" in his bounty since he's put among Luffy's milestones to surpass, "54" to showcase he's below PK Roger in charisma and power like the manga proves or Or he gets "45" to show he's inferior to WB although close. Or "58" as the next guy after Kata for Luffy to surpass.
