This way to look at a story only happens in... a story.
Well duh. Its a story about Luffy becoming PK.
It has been from the very beginning.
What did you think was going to happen?

Think of it like a movie about a real life person that already achieved something.
Its not relevant that you know that the person will succeed. Its the story that counts.

Is Luffy the choosen one from the beginning or because he forced out his fate
There is several instances where he could have just dropped his dream or he failed. He sacrified his life span and puts his life in danger everytime just to keep UP with strong people
He wasn't the strongest from the start, not born from a family with incredible genetics (Garp trained to become that strong), had a shit tier DF until now (he perfected it like no one before)

And this is a wholy fictional story with a fictional God in its own lore.

Example: I don't care much for either Christianity or Islam, but I can enjoy how the Elder Scrolls series incorporates its own bizarre take of Gods in it's lore.
