Personally, i think Oda did this for a reason. Its like doflamingo will still be needed in thw future.
this is what i think why luffy could have hard dif dofi or even cant beat him if law didnt help him.
1. Before luffy fought dofi, he is already heavily injured. Law’s gama ray shouldve killed him even law was surprise that he was still alive it means that law’s attack is not a simple attack it was really a killer blow. Even still what law did to dofi was a game changer because its a deadly blow for doflamingo. Even tho doflamingo survive from law that attack probably made him weaker in massive
2. luffy had a lot of help defeating him. If no body help luffy after the after effects of gear fourth its over dofi won and also the time when dofi and luffy did their ultimate attack which is the kingkong gun vs dofi’s ultimate. Doflamingo was already at his limits but if not theres a chance that doflamingo couldve won that judging from the previous attacks from law and luffy.
3. gear fourth can only be use in a few minutes that doflamingo survive. If doflamingo knew this earlier he couldve try to run and play with luffy. This is why surprise attack is important during that battle.
