Well, it's like that in life as well. Lets make a football comparison

We all know (supernova) Mbappe has completed football at 24 and should have at least 2-3 Ballon d'Or. Haaland at 22 is perhaps the deadliest big striker we have ever seen. He should have 1 Ballon d'Or too.

Yet Fifa/France Football (World Government) keep awarding it too old has beens (Yonko) that while still good, perhaps have been usurped by younger talents. It is what it is.

If oda wanted to show zoro can split sky, he would have simply given king acoc and made it happen.

Oda not doing that means zoro isn't yet ready to split sky.

He's probably gonna do it against mihawk. Which makes sense since he'll be a top tier by then.

Kizaru and Gorosei knows because of CP-0 that Luffy was responsible. Marines below Admiral probably doesn't. Maybe Garp, Sengoku, Tsuru? Idk. But to the world they definitely don't know it was only Luffy otherwise the 3 Supernova Captains wouldn't have the same bounty.

Zoro adcoc literaly created 4 black lightning that each are bigger than onigashima when he used dragon damnation (that was by himself without clashing with any body else), spliting sky wont be a problem for current zoro. But that isnt even my point Yamato haki output is nowhere near zoro, nor is her haki as powerfull. zoro was cutting yonko and overpowering their named attack before advcoc mainwhile yamato failled to truly damage kaido with adcoc +hybrid. The strengh of Adcoc depend of the strengh and AP of the character themself without it.

Nobody ever defeated a yonko.. as far as we know. Kaido and BM are not immortal and instead were pretty old when they were defeated (at least BM) so imo the story simply implies a natural thing: the new generation eventually takes the place of the old one. Maybe the late yonkos were not as strong as Kaido and BM, I suppose we can just call them Shiki, Wung Xi, Captain John etc. Ray too if he decided to stay active would have been a yonko who could rival WB. They all become old and are eventually beaten by the new gen.

Also, and this is really important for the story, Luffy has to remain as underdog as possible otherwise this would just become another retarded isekai where the MC is praised by everybody to the infinite and beyond.

But... At least the fricking WG, seeing that their nemesis and the only true enemy/threat for Im has resurrected after 800 years.. they should nuke him with everything they have but instead they treat him just a "normal" yonko (or even less) and go around trying to keep the void century still a secret when the void century is coming to their door in the form of Luffy to kick Im ass (eventually).

I'm saying based on World Knowledge. It makes no sense for Luffy being the only Yonko.

Does World even know about Luffy's fleet and territory? Not even WG knows Wano is Luffy territory.

The reason why they got same bounty is because World believes they did the same amount of work against Kaido and Big Mom.

The Yonko system is to make pirates afraid of them and stop piracy just like Shichibukai. But then they have to make sure those pirates are the strongest and ruthless. That's why they covered both Crocodile and Moriah downfall and they would do the same with Doflamingo if Fujitora allowed. That's why Buggy propaganda allowed him to become both Shochibukai and Yonko while being weak.

If they would make Luffy a Yonko they should make sure to hype him to the death. So make sure to tell the World he alone was responsible for Kaido defeat while giving him a bigger bounty than Law and Kid. The correct here would be bigger than Kaido since he is stronger than him now.
