I just reread the chapter and I noticed he did not waste time to create the attack he only waited so he won't kill everyone in onigashima in the process he held kaido so kaido won't dodge since he was waiting for momo to move.

Nothing indicates that Luffy needs time to create Bajrang Gun.

Don't remember anyone saying it takes time to create. But it does obviously. Can be one second but it takes time.

Second, Luffy didn't waited a shit. He just said to Momo to get out of the way and he punched. If he defeated Kaido in one second he would have fall at Onigashima and maybe making it to fall too.
