Buggy was Luffy’s first real taste of piracy. He hates Captain Kuro also for sure. When Luffy met Buggy he was terrorizing an innocent town and basically destroying the place over nothing.

I think it's just him being shocked he's made it so far. They're literally peers now, so I understand clowning the clown despite being cool with him to an extent when he helped him during Marineford and the lead-up to it.
