Based on Oda's interview he will introduce an eye-patched pirate at the *end* of OP and from its context it seems he will give it to Luffy (initially, Teach had one).

Usopp is a sniper so losing an eye makes a lot of sense

Zoro already has a scar on his eye

Luffy already has a chest scar.

The only one that fits is usopp who also happens to be a sniper

I think it’s Joyboy.

This will probably relate heavily with Elbaf the country of giants. It’s no secret Elbaf has many Norse inspired names, and there’s one Norse story that involves the losing of an eye in exchange for wisdom and power.

I get the feeling that this story may make its way into one piece in the form of Joyboy sacrificing an eye on Elbaf and gaining power like Odin did in the story

Eye-dispatched = Zoro opening his eye

Just kidding I think Luffy makes the most sense going by the Joy Boy backstory and the probable implications with Luffy going by the hat and the D. in particular.

Since this seems to most likely be a mythological reference related to the giants.
