Forced how though? Capturing one of his friends similar to Ace? Even then he will try to save them, not beat Admirals.
Definitely he is going to fight them but pirates can choose to ignore marines as marines are not going to reach laugh tale or claim the pirate king title. But Luffy can't ignore other pirates as they have the same goal.
Basically Luffy has rivals for pirate king title and marines are not the rivals for Luffy unless Luffy gives up on being pirate king and aims for king of the world status like Xebec did then fight with the marines is inevitable, Xebec is more suitable for Blackbeard, so if Luffy follows Roger then Luffy will even team up with the marines against Blackbeard.
Luffy already created connections with SWORD marines via Koby and X-Drake its possible Luffy will team up with the marines against Blackbeard.
In Alabasta he helped marines a lot by taking down Crocodile, in PH he helped Smoker and marines again, in Dressrosa its the same, Fujitora even relied on Luffy beating Doflamingo.
There are connections for Luffy to use only two guys are probably wouldn't want help from Luffy, Akainu and Kizaru as they are most loyal Celestial underlings. But other Marines will probably be ally to Luffy.
This is also why Oda doesn't see Marines as Luffy's opponent only Shichibukai and Yonko.

Also Akainu can be like he was in marineford he was only fighting equally with Whitebeard when Whitebeard was heavily nerfed and got killed by Yami BB instead of Akainu, even there Yami BB was better than Akainu.
If Oda decides to nerf Luffy with some other method then its possible Luffy vs Akainu can be competitive due to Luffy being nerfed. Still Akainu would lose.
As I said there main problems with Luffy vs Akainu;
- Marines are not rival for Luffy, they even work together. And Luffy defeating an Admiral won't change much unless Luffy wants to replace Akainu with another Marine Admiral but then other marines won't accept it just because of a pirate beats a marine. Which is why Yonko and Admirals are different if a Yonko loses a fight to a pirate that's a problem as that pirate takes that Yonko's place as BB took WB's place. If an Admiral loses to a pirate (Luffy) they won't lose their place to a pirate as that pirate has no intention of taking that Admiral's place. Perhaps Luffy will beat Akainu for SWORD and the leader of SWORD's leader will take Akainu's place but still a low possibility, someone like Aokiji or Fujitora should beat Akainu and replace him.
- Akainu won't even be as strong as Prime Garp so Luffy needs to be nerfed while fighting him at this point.
- Even Garp wasn't Roger's greatest opponent why would he rival Fleet Admiral Kong at the time? Roger's greatest two opponents; - Xebec - Whitebeard then its either Garp or Big Mom or Shiki, its even debatable Garp is no.3 greatest opponent of Roger and still Prime Garp > Akainu.

Why did you write so much lol. This is not about marines rivaling Luffy xD rather marines having to either the resolve to go against the new PK/or someone( who is soon to become the PK depending on the timing of the final war) Luffy’s final goal would be about destroying the WG and guess who is the WG’s greatest weapon? The admirals… Luffy and co are bound to face them. Be it Luffy himself fighting Akainu the leader of the marines or leaving it to someone else(Sabo) tho unlikely sense Luffy would never leave this chance of kicking Akainu’s ass cuz he killed Ace.

Luffy doesn't care about destroying world government only save his friends, even if he does are you sure he won't fight multiple marines at the same time?

- Luffy challenged 3 Admirals at the same time, fought them separately.

If Luffy wants to do that then it will be multiple marines not 1 person.
While against Yonko its an entirely different scenario, beat Yonko and its enough.

-Vegapunk's SSG is strong enough to replace Shichibukai (includes even Weevil and Mihawk).
-CP0, strongest intelligence agency.
-Kong's forces, it might involve new people like Issho or Ryokugyu.
-Imu and Gorousei might be powerful.
There are many things about the real face of the world government, Admirals won't be the only factor.
