Gunko isn't Domi Reversi'd. She is possessed by Imu, like Saturn was in the flashback. You can tell because she has Imu's eyes.

Rocks was just turned into Imu's demon, like Dorry and Broggy.

Also on this topic of Loki getting Domi-Reversied, I don’t think it’s a coincidence that Oda designed him as demon-incarnate in an arc with a demon theme courtesy of Imu with him turning folks into demons willy-nilly so chances are that even if he’s somehow victim to it, it doesn’t work. Then there’s also Loki’s mysterious DF as well which could potentially be a counter to it if it’s one of the ones Rocks was actively seeking out in order to challenge the WG.

So even aside from the narrative which I think is pointing in a different direction from that. There are factors in place that could potentially prevent him from falling victim to Imu even if the technique is used on him.

With Domi Reversi Dorry and Brogy Zoro and Sanji will likely have their hands full enough trying to deal with them
Even if there’s a little help here and there I think it’s going to be up to the monster trio to more or less individually take on 1 of them
