I don't think so, maybe our views are different in this topic.
Imagine an opponent whose CoC isn't activated, and struggling to even gather his CoA. his arms are limp or broken so if he attacks by hybrid then his threat level is negligible, his club shattered, he just has his body durability to offer. He may transform into a dragon one last time to a final Boro Breath while staggering in the sky, extremely exhausted and permanently defeated but still full of vengeance toward Luffy.
While Luffy sees it, he sense that Kaidou is defeated, a shell of his former self, and he signals Zoro. Zoro nods, take a great leap to the air, cut his Boro Breath in front of everyone, and decapitates the defeated Kaidou mid-air by using an elegant but deadly move. Luffy watches and steels his heart not to look away at the historical moment, remembering his struggle until finally surpassing the man passing away before his very eyes, Zoro lands beautifully and wiping the blood from Enma, etc. You know the drill.
Tldr: Meaning Zoro isn't gonna break through Kaidou's ultimate attack and also defeat his ultimate power or something (Luffy's job), but Zoro's gonna be the executioner, a job and feat no other swordsmen can accomplish since the scabbard can't even give a long-time scar or wound to Kaidou let alone penetrate his muscles, bones and body fully etc.
Thats how i view it, and even though i favor Luffy's powerlevel over Zoro, i'd be happy if Zoro get his moment of ZKK as long as it doesnt interfere with Luffy's surpassing the big bad.
