Who told you they can't use a lower level Haki if they wanted? Haki is finite, it would make sense they don't want to go all out with their Haki all the time.

Jinbei lowkey has the best Haki Lightning colour (aside from black)
Rest are too flameboyant for my taste. Pure black is still the best

Its interesting that at first, Oda was using blue lightning between Luffy vs Chinjao, then he changed to red+black.

Oda probably changed later due to it would be difficult to separate natural blue lightning to Haki lightning, since red, black, green, purple lightnings aren't usually natural when they see it they immediately understand its related to Haki, not a DF or ability like Electo from Minks.

Now, its interesting that we never see red + black layered lightning when Luffy returns and split heavens vs Kaido. Not even once:

such as Oden using black and red Lightning to cut Kaido yet he used This “pure red” lighting to cut fodder in the same chapter… So… Did oden cut fodder with AdvCoC and then cut Kaido with CoA?
