I believe the Lunarians lived where the celestial dragons are now and joyboy had the Nika fruit or created it and Lili was his main squeeze. When Joyboy died Lili left a message to her friends to become D's to make way for Luffy to over throw the CD's and One piece is a gift to the world to make them smile. Laughtale might not be an Island but a ship. One that can sail around the world and make people smile and dream.

I mean the underlying message of One Piece are thst people have dreams and all the antagonist that we have seen have oppressed people and their dreams. Their has to be a reason the Lunarians are seen as better rulers or true gods and the celestial looked to over throw them. If we look at certain pirate crews which are the centerpiece of the manga. Many pirate crews bring a certain theme. Yorks pirate crew was about bringing music to people they even befriended a whale. Binks sake and Laboon trying to tear down the redline are highly symbolic and it might tie into all blue aswell. I mean if the redline isn't natural and man made then it's use would be to devide people.

Luffy's dream is childlike and not only was his main focus since eastblue was to get a musician which was seen as a joke but music has been a central point. It's seemingly like Laughtale might be a giant island ship with huge instruments. Maybe even an instrument like a drum that is powerful enough to take down even the redline. I mean if you think about what Luffy would actually do after becoming Pirate king he kinda gives the vibe like shanks to just hang with friends and party. Spreading jolly music around the world especially when his 8th crewmate is the world's most famous musician. Or maybe laughtale is a giant platform to be carried around by Noah and sea kings. Giving a reason why that plot point would be important and why so many key figures can understand or flat out talk to seakings.

Like hachinosa, like baratie like totland, Laughtale might be that actual real place that anybody can participate in. We've seen the importance of continent moving with thriller bark or oars or the seakings. These are probably all friends of the original joyboy or nika. Strawhats have already been tied to the super giants with giant horns, Fishmen are tied to joyboy through some type of promise.

Aldo joyboy is a real african figure who plays the drums and liberate people who hears them.
