Barto and Law were just defeated, their ships destroyed. Easy picking for the navy.
Law was defeated in a similar way to Ace
Barto is commander of the second ship, just as Ace was commander of the second division. He tells strangers about Luffy all the time. He also has alot in common with Doffy's Club Seat occupier. Both came to admire their young master when watching him almost getting executed
