becoz at some point in time when world gov ruled secretly by imu defeated ancient kingdome imu secretly made very harsh decision :

so what they do is from time to time there few remaining D males after great war during void century who visit that island and make babies with amazonians then go back to his homeland feeling happy..

now luffy's mother at some point in time faced extermination and was secretly escorted and hid in amazon lily... her husband monkey D dragon promised her someday they'll meet again and that's when luffy's becomes world savior..

Yez Lili and Lufy and Dragon leafed in the same time peroit but the former user of Toki's fruit telpeorted them to the future. Luffy's mom is Imu, she wil joun her son's crew on the final leg of the jurney
