The civilians are either alive or dead, honestly I don't think anybody will care. Oda as always can choose to keep them all alive as always or give a bit of quality, following logic, to his manga. What we can all agree is that Sabo is alive and well. (And that is what matters for the OP plot to go on)(not that I care about Sabo or almost any other character at this point, do Sabo fan boys even exist btw?)

you know if Sabo is alive (which i'm pretty sure he is), i think Oda might pull some VPN-like device in One piece so that the WG mistook Sabo's real location.
