Dragon doesnt have a "jet black" ship, its Grey and Red in the official coloring.

He's also not roaming the seas sinking pirate ships, hes been on land nearly every time we see him. Also he's currently in paradise and the 3 people who need the 4th RP are on the last quarter of the GL journey, so it makes little sense to not have this person near Lodestar, which precedes Laugh Tale.

Shiryu's comments make clear that what Burnscar-Man is doing is in the interest of the government. Dragon works against the interest of the WG. He would want to give as many people as possible Poneglyph rubbings. If someone finds the One Piece, the True History will be revealed.
