When he arrived at onigashima, Oda grouped his intro with Perospero... fodders didn't hype them like some beasts nor did Queen or King.
Marco returned inside the dome yet nobody has been hyping him to be a super pirate above X or others.
Apoo, Drake and Zoro weren't even amazed or hyping him for clashing Calamities or his skills.
When Linlin entered the dome , both times the whole alliance were in shock, they thought it was their end.
Especially when she pulled out ikkoku move, people directly compared her presence and power to Kaido!
Jinbei's presence has shocked people more than Marco's did. Kidd and Law + beast pirates fodders were moved by seeing Jinbei than other Apoo and BP were by seeing Marco.
Above all, Queen doesn't treat his presence as a bigger threat than chopper or Hyuo.
For someone wanked to be above Calamities, Queen and King do not think so.
Queen deemed that capturing Linlin was more important than Staying at Udon cause he knew her presence there meant their demise. He didn't care about Luffy + Kidd etc.. anymore and left Udon at the hands of headliners.
Oda uses characters and usually weaker ones to make a Statements if your presence in NW weight as much as Top tiers or X or just above YCs :
While At MF, Marco was never said to be dangerous as sickbeard or more!
In Wano, he's seen just like annoyance despite all the crazy feats...nobody has said or viewed Marco as a bigger threat than Luffy /Kidd nor his threat level is said to be near Emperors.
Like Marco is fighting but no calamity is taking him half serious or hyping him to be the biggest threat under the roof. He is been fighting in the war like just another fighter.
You think Queen would be like " lemme finish luffy " while Olin was in Udon and rampaging? Like he preferred to finishing Hyou /chopper than minding Marco many times.
You think King would be talking on phone ... no named attacks...

Even in their nerfed states, they are still seen bigger threats than Calamities anf Marco.
Marco sure got cool feats but his presence, hype and achievements in NW are simply not seen that high by SNs, other Commanders and Etc...like fans think.
Perospero doesn't mind rivaling him and challenging him...Queen could ignore him. Things that they wouldn't do if an Admiral or Kata or Benn or Yonko were on front of them.
The day Oda compares Marco's presence to a Yonko/Admiral or to be above the whole WBP or even WB at some instances
That's when you can say he's inbetweener or low top.

- Benn via databook, is stated to rival's Shanks presence! Kizaru (trolled or not) was briefly stopped by just his presence when he pointed a gun at him
- Katakuri's presence ... ask Capone about who is the biggest threat at Tea party, Jinbei and Luffy. Jinbei said ship cant sail if kata is still there while he could stall tantrum Linlin, even kick her off the ship. Luffy doesn't let his crew handle someone if the person he's fighting is a lesser threat.
- Linlin gets to be compared straight to Kaido at Udon/Raid when she enters.
- Tantrum Linlin and Katakuri are seen more threatening than Queen by Luffy
- Oden's presence was incredible that WB compared him to Rocks peers...kaido hyping im crazily. His presence was beastly that whenever he's mentioned, he's compared to Great ones.
- Shanks presence had everyone in shock then He stopped the war...No Admiral or Pirate dared to fight him
