Speculations Marines Justice Motto Could Be Presents Their Conqueror Quality

Admirals are not confirmed CoC users, but that’s not means they don’t have Conqueror quality.

According to Gaban, Sanji needs to become king and unlock CoC.

B-but Admirals are not CoC users, they are WG dog.

Justice mentioned many times in One Piece.

And that’s a sign of willpower and ambition.

But that’s still not guarentee every Admirals are CoC user. Other marines have their own justice sense too.

Akainu and Former Marine Kuzan have a big role for future. Both of them have highest chance of being CoC user. Also Kuzan had CoC clash with Garp. That’s not confirmed but it is likely.

Fujitora have great willpower too. He is also only Admiral that don’t have Logia DF. So Logia Awakening could be more busted to balance least likely

Kizaru is least chance to have CoC, because we already saw him in Egghead and he is mentally unstable unlike other Admirals.

Greenbull still have higher chance of being CoC user than Kizaru, Because his screentime are too short. Also Wifi-Haki moment doesn’t matter at all because Imu who strongest CoC user was screamed against JoyBoy 800 year old CoC.

If all Admirals have CoC, then it means CoC is a Requirement to being an Admiral,
Not only this means that Admiral defeated by 25 Year Old Xebec was a CoC User, but it also means that every single Admiral throughout History was a CoC User, how can Marines make such a rule when CoC Users are super extremely rare?! It's not like They have a Factory to produce them,

It's obvious that CoC isn't a Requirement to being an Admiral, otherwise Roger would have said "Bring me an Admiral", not bring me "Sengoku or Garp", so believing that all Current Admirals + Kuzan all have CoC is too convenient & too much of wishful thinking,
