Later, after Mihawk's bounty increases to 4.590 billion, @Erkan12 will introduce a new rule saying that you need to have a 5 billion bounty to be a legit top-tier.

1 Pirate King > 4 Yonko battling for pirate king > 7 Shichibukai candidates for 4 yonko spots > NW pirates > Grandline pirates > 4 blues pirates if we go purely by titles.
WSS exists outside of this power hierarchy. Anyhow Mihawk is both WSS and 1 yonko in terms of strength, he was just hiding amongst the shichibukai because it was the position that benefited him the most.
Mihawk refused yonko status just like WB refused to become pirate king and Garp refused admiral/Fleet admiral. The reason is they know by accepting they put targets on their back where everybody would try to take their place as pirate king or yonko. Same could perhaps be true for 3 admirals and 1 fleet admiral but in that organization it also means your freedom is restricted by WG. Everybody knows Garp is more than a VA just like Mihawk has always been more than a shichibukai.
It's like in the music industry. It's much better to be the rather anonymous producer getting all the perks be it money, girls, houses, cars or whatever without having to be an artist that can't even go to the shopping mall without hundreds of fans bothering you all the time.

He has no interest for Pirate King as well. He confirmed Pirate King is much harder than surpassing him.

- First of all you need to be at least as strong as the 4 yonko - Mihawk ticks this box.
- You need to be clearly stronger than the 4 yonko - Mihawk doesn't tick this box. Only Roger, prime Whitebeard and presumably Xebec ticks this box. Shanks, BM don't either. You could perhaps make a case for Kaido ticking it as well. Blackbeard will tick this box.
- You need to have charisma that attracts others too your side. Mihawk doesn't tick this box. Only Roger and presumably Xebec ticks this box. Oden admitted WB was the man but Roger simply had something even beyond that. I could see Shanks tick this box as well. And funny enough Buggy does too. Blackbeard might tick this box.
This is why Luffy will become Pirate King where almost everybody else failed. Shanks and WB both tick two boxes but they don't tick all three. Kaido perhaps ticks two. Big Mom only ticks one. Blackbeard might actually tick all three.
Bounties most of the time shows power with some exceptions. But right now Mihawk is a special case which you Mihawk fans wants to ignore it, it doesn't show Mihawk's power, similar to Robin having nearly x2 of Franky's bounty because she is extra dangerous for the government. I would agree that shows something IF Mihawk wasn't the ''Marine Hunter'', that changes everything.
