Roger representation from his generation, parting the sky with WB, one shotting someone that big mom couldn't, stopping kaido from going to marineford... The list goes on, the man took nothing but WINS all throughout the series.
Shanks already PK lvl while luffy and teach will be by the end of the show.

Mihawk never stated he's inferior to WB. If that was the case he would have stated he's weaker but he didn't. He was testing to see if it would be easy to hit WB since he is no longer hiding out in his territory. He is now out in the open. The manga showed us it's not easy to hit a Yonko when when he has his YC protecting him. WB has 16 YC.
Diamond Jozu, the WB pirate with the strongest defense protected him, not Vista.
WB, who remembers Shanks and Mihawks battles like they just occurred because of how legendary they were, wasn't worried Mihawk because Mihawk wasn't going after his head. He didn't even use a name or haki attack. Oda showed us twice how little Mihawk cares about this war. First the fleet admiral was surprised he showed up to the meeting. Second, Doffy was surprised he was attacking. Luffy was the only thing he found interesting about the war. The fact the fleet admiral was surprised Mihawk showed up to their mandatory meeting shows how little they can control Mihawk because of how powerful he is.

The databook tells us Vista showed swordsmanship skills comparable to Mihawk's in their fight. Translation, Vista swordsmanship is comparable to Mihawk's when he's not focusing on his opponent instead thinking about something else while fighting. That's nothing to be proud of but it's not that bad either when you consider the fact Mihawk id the only one capable of doing that. Neither Kaido nor Luffy who both have FS have showed the power to easily fight a YC level character while not focusing on their opponent.

He was testing how far above him WB was, him admitting he is far away from before he even did his attack is pretty telling. Oda had Jozu block the attack to show you Mihawk isn't even worthy of facing WB, a pretty standard shounen trope.
Nowhere its stated or hinted that WB thought this, heck Mihawk was the one who attacked him when nobody asked him to, as whatever he used haki or not we can't tell but its pretty much impossible that he would send something of so little effort to test WB.
