Shanks doesn't even care when Mihawk joined Cross Guild under Buggy, he cares about BB, what Yin Yang?

They need to be in same positions to be compared, Mihawk isn't a Yonko like Shanks and will be surpassed by Yonko underling Zolo.

Mihawk is simply too scared to even try to be Yonko (he couldn't be since Croco wouldn't be his underling and they think Buggy is stronger than Mihawk) instead hides behind a clown to live a peaceful life because he doesn't have ambition to challenge Yonko.

Mihawk was Marine Hunter long before while Buggy's bounty jumped from 15 million to 3.1 billion. Buggy had clearly bigger bounty jump than Mihawk.

Zolo got only 1.1 billion for beating 1.3 billion Alber. Buggy got 3.1 billion for being stronger than Mihawk who also got extra boost due to joining Cross Guild at the same time. Same logic, Alber has Lunarian boost, Mihawk has Marine Hunter + Cross Guild boost.

Oda will have to give Mihawk some spotlight to put him up there again. Shanks is a mastermind. He is responsible for Buggy to have become a yonko through suggestion to the gorosei.

Mihawk is a weirdo in comparison He is the greatest swordsman. Whatever that means. He has ties to the celestial dragons. And he shares the same eyes with Imu, Cavendish and even Zunesha. I don't think he is going to live up to expectations though.
