People mistake rivals for father son relation. Mihawk raised zoro from low tier level to what he is today in terms of swordmanship, he took him in his home, provided a roof iver his head, free food, no bills, free internet, no taxes for trainning him. Unlike that cunt from wano dumped him in eastblue and forgot he exists.

Let's take a little moment to use our heads to think.

Let's think narratively. At the beginning of the story, we know dreams and the way to make them come true.

Luffy's dream, to be the Pirate King.
Zoro's dream, to be the strongest swordsman.

What is the requirement to perform them?

Luffy's dream, to find the One Piece.
Zoro's dream, to defeat Mihawk.

Changing the strongest swordsman would be like changing the requirement to become the Pirate King, imagine Luffy for 1000+ chapters looking for One Piece and then that changes. It makes no sense.

In addition, there is still the established power scale. Mihawk's dream is that one day there will be someone stronger than Shanks to fight.

Mihawk has been bored at the top for over 10 years, for Zoro to fight Mihawk he needs to overcome Shanks. Now imagine Mihawk losing to anyone else if not Zoro, how would that ruin everything being worked on.

You may not like Mihawk or Zoro, but this is technical narrative analysis and not personal preference.

There can be other swordman to surpass mihawk before zoro.

And you crazy if you think mihawk said he is stronger then shanks. He said he wants to see someone surpass shanks, nothing about mihawk. Being stronger. Shanks is on par wuth kaidou and wb that are strongest in the world, not justat certain fighting style

Imagine the pain of Zoro haters after being confirmed without a doubt in the manga that Mihawk is Yonko level and stronger than Shanks and Zoro defeats him and who knows how to finish the PK level manga. But imagine the immense pain of Zoro fans if Mihawk is only actually level YC1, Shanks is no longer a swordsman (combines sword with several other styles) and Zoro finishes the manga not even at the level of an Admiral. And from the way Oda doesn't like Zoro, I think the second option is more likely.
