Let’s lay out the facts.
1. Mihawk couldn’t get passed the underling of Xebecs underling. Xebec is WBs captain and WB is Vistas captain and Mihawk was enough to stop Mihawk in his tracks.
2. Mihawk wanted to see how far he was from Xebecs underling. Then he was stopped by another underling (Jozu) of the underling (Whitebeard) who Mihawk knew he was weaker than and wanted to see how much weaker.
3. Mihawk is destined to lose to Luffys underling (Zoro) who will never be stronger than the pirate that is likely stronger than Luffys goals (Roger), because Roger’s rival (WB) was his underling!
Moral of the story is until Mihawk can surpass the underlings he shouldn’t be in the same sentence as the captains like Xebec, Roger, Luffy, they were never underlings.
